I have designed lots of WHB in my carreer. For this type of boiler, you should not use a low quality seal weld and tube expansion. Instead you should use a full depth strength weld. You provie a J-groove at the tubesheet joint and fill the groove with weld metal. This would provide a connection when most of the tube metal has corroded and will greatly extend the life of the boiler. All WHB famricators are familiar with this procedure. It is quite a bit more expensive that a low quality seal weld, but is worthwhile, since it will more than double the life of the boiler.
