Brazil keeps Manguinhos refinery operational as land expropriation stalls

SAO PAULO -- Brazil's supreme court suspended a plan to seize lands belonging to oil refiner Refinaria de Petroleos de Manguinhos as part of a revitalization plan for the area.
Late last year, the government of the state of Rio de Janeiro rejected a company proposal to allow the refinery to continue operations, opting instead to move forward with a plan to clean up the site and build much needed public housing as part of an urban renewal program ahead of the 2014 World Cup and 2016 Olympics.
The court said on its website that it accepted a company request to suspend the state government's decision, but the full text of the judge's decision wasn't immediately available.
Manguinhos is one of three Brazilian refineries not operated by Petroleo Brasileiro, or Petrobras. The state had sought to shut down the refinery, which is located in a densely populated area, to make way for public housing.
