Russia's second-biggest oil firm, Lukoil, recently installed a coking unit at its Volgograd refinery to increase the quality of its fuels. The unit, which has a capacity of 1 million metric tons, produces gasoline components and petroleum coke. The petcoke will be sold to metals producers as a substitute for coal.
The Russian government's October export tax adjustment is encouraging fuel producers to invest in unit upgrades for the output of high-quality fuels like gasoline and jet fuel. Lukoil also plans to commence production from a diesel hydrotreater at Volgograd in 2012.
The Volgograd plant is located southeast of Moscow, Russia and has a nameplate crude oil processing capacity of 221,000 barrels per day.
