European refiners are nearing the end of a decade of rapid changesome might say a revolutionin fuel specifications. For road fuels, at least, sulfur levels have gone from being a political football in a long, goal-less match, to being simply a thing of the past. In heating oil, and especially in marine fuels, things have been slower. But rather than make a reactionary stand against progress, refiners here decided to borrow lessons from the red/green European Union (EU) politics of the late 1990s to speed things up.
