Title IV, Permits and Licenses, of the Federal Water Protection Control Act, also known as the Clean Water Act (CWA) created the system for permitting wastewater discharges, known as the National Pollutant Discharge Elimination System (NPDES). Under NPDES, all facilities that discharge pollutants from any point source into waters of the US must obtain a wastewater discharge permit. Environmental personnel are directly responsible for reporting compliance to wastewater discharge permits.
