The annual European Refining Technology Conference (ERTC) returns to Spain this month after six years of defining change. In Madrid in 2001 we were still ruminating the endless redundancies that followed the "merger mania" of the 1990s. Downstream, business was bad and refineries were a place to save money, not invest it. "We were discussing refining in terms of tight margins, cost cutting and capital expenditure discipline," remembers Luis Cabra, corporate director technology and engineering, Repsol YPF.
