Bunker fuel traders in the region affected by the world's first Sulfur Oxide Emission Control Area (SECA) that is, Europe's North Sea are concerned that fuel supplies are inadequate ahead of the May 19 implementation date.
Nine years after formal adoption by the International Maritime Organization, the provisions of an Annex to the Marpol Pollution Control treaty are coming into force, affecting all vessels that could find themselves in a Baltic port.
In a SECA area, vessels are required to use bunker fuel oil with sulfur levels of 1.5% or, alternatively, employ as-yet-uncommercialized exhaust scrubbing technology to reduce emissions to an equivalent level.
