The National Petrochemical & Refiners Association (NPRA) recently testified on the costliness of EPA's Refinery MACT II proposal. "The cost-effectiveness of the EPA's proposed controls to reduce inorganic hazardous air pollutants (HAPs) from catalytic cracking unit regenerator vents will exceed $1 million/ton of HAP reduced," Robert M. Morris, Chairman of NPRA's Environmental Committee told EPA officials at a public hearing. This cost-effectiveness estimate "steps beyond the Congressional intent for controlling hazardous air pollutants for our industry, is not consistent with the policy of the Clinton Administration, and is unjustifiably excessive," he continued.
