Prime Minister Olzhas Bektenov of the Republic of Kazakhstan convened a meeting with key leaders from major oil and gas chemical companies, including Zhao Dong of SINOPEC and Mikhail Karisalov of SIBUR LLC, focusing on the establishment of an integrated gas chemical complex dedicated to polyethylene production.
This project, estimated at $7.7 B with an annual capacity of 1.25 MMt, involves a trilateral protocol with KazMunayGas holding 40%, SINOPEC 30%, and SIBUR 30%. Plans include constructing a gas separation complex at the Tengiz field to supply ethane for the polyethylene plant located at the FEZ NINT in the Atyrau region. Leveraging licensed technologies, the project aims to produce 22 variations of polyethylene, targeting markets in Kazakhstan, CIS nations, China, Turkey, and Europe.
With governmental support and an expected GDP contribution of 1.2% by 2030, the project emphasizes local resource utilization and workforce participation, signaling a strategic move towards high-value production in Kazakhstan's economy.
Acknowledging the employment opportunities generated during construction and operation, the Prime Minister stressed the importance of maximizing local content integration and knowledge transfer. Additionally, cooperative approaches are anticipated for forthcoming joint initiatives beyond the "polyethylene" plant, encompassing additional infrastructure components such as the gas separation complex and trunk pipeline, indicative of Kazakhstan's commitment to economic growth and technological advancement.
