If legionella bacteria were present in the cooling water and elderly or sick residents living downwind of the facility inhaled aerosolized cooling tower drift, your plant could infect these residents. That is exactly what happened in Harnes, France, in late 2003. French authorities concluded that drift from a cooling tower from a US-owned petrochemical plant infected residents living within a 3-kilometer radius of the facility.
