Chances are you are working with some equipment and component suppliers that see no reason to offer you upgraded components. As an example, your seal vendor may be among those that are quite happy with the status quo. It's selling you many mechanical seals each year and likes things as they are. Since the vendor believes you are primarily interested in buying seals from the lowest bidder, it has little incentive to invest in the machinery needed to perform, say, laser surface texturing, unless you demand it.
