Sulfur-free gasoline and diesel fuels (10 mg/kg
maximum sulfur content), must be available on "an appropriate
balanced geographic basis"' from 2005, according to the final
EU Directive. Full market coverage of sulfur-free fuels is
required from 2009, though the end date for diesel fuel
remains subject to review.
Specifications for the new generation of sulfur-free
fuels were established following the Auto/Oil II program and
the EU Commission's subsequent sulfur review. "Sulfur-free
