"Toward better reliability management" (Oct., p. 13) states that: "The plants with the highest maintenance outlays are also the least reliable (Fig. 1). Exploring the reasons will have to be postponed until another time." In this case, exploring the reasons didn't have to be postponed. Fig. 1 plots both rank-ordered maintenance costs and unreliability against rank order. Unreliability and maintenance costs go up with increasing rank. Hence, both variables parallel each other when plotted on the same graph against a common cumulative scale. The only conclusion that can be reached is the trivial one: Both rank ordered unreliability and maintenance costs increase with rank.
