Phillips 66 restarts Sweeny refinery after power cut

OLD OCEAN -- Phillips 66 said it would take "several days" to fully restart its Sweeny refinery in Old Ocean, Texas, after a power outage the day before.
The power failure was triggered by a larger outage in Texas and New Mexico, Phillips 66 said in its filing with the Texas Commission on Environmental Quality. Units affected included the 25.2 crude distillation unit, one of the first steps in the oil refining process, and the 27.1 fluid catalytic cracking unit, a key gasoline production unit, according to the filing.
"Power has been restored and the refinery is in the process of restarting, which is expected to take several days to complete," Phillips 66 spokesman Rich Johnson said.
The Sweeny refinery processes up to 247,000 bpd, including large volumes of heavy, sour crude.
