Russia’s refining industry is set to make major changes to improve profitability and produce cleaner transportation fuels. Such changes will enable the refining industry to export cleaner fuels to Europe. These decisions will be based on evaluating the present refineries and their ability to be revamped and remain profitable under new laws and export duties as discussed in Part 1.
